During 2001-2002 Operation School Bell formed a shoe distribution program called Steps To Success in partnership with Shoe Carnival.

Volunteers gather together with employees of Shoe Carnival and fill a truck with new athletic shoes. This becomes a "shoe store" on wheels. Over several days they drive to multiple schools and individually fit students with these new shoes.

In the fall of 2008, forty eight Assistance League volunteers fitted 1,261 elementary school students with shoes at 15 elementary schools.

Since the inception of this program, nearly 8,500 children have received new shoes.
